The Western Wall is a remnant of the 19 BCE wall that surrounded Holy Temple complex historically located on the Temple Mount (now under Muslim authority) in the Old City of Jerusalem. The Western Wall is one of the most holy places for Jews and de facto is the most holy place accessible to the Jewish people for prayers. The Western Wall Plaza was created when Israel took contol over the Old City in 1967 and became the main outside area for praying.
